Abstract: Special design and innovative operation mechanism were adopted in Weather Modification Ability Construction Project of Northwest China. The existing and new instruments from this project will be expected to effectively use. The scientific designed experiments and the special research based on it were carried out. The mainly aim of these programs is to enhance precipitation of orographic cloud in Northwest China. The purposes of these research programs could reflect the effect of science and technology capacity on the whole building project. In this paper, the process of design and implementation of research and experiment program in Weather Modification Ability Construction Project of Northwest China was summarized. Based on the construction experience, the suggestions to improve the efficiency of the project was suggested and these experiences provide reference for the later construction of related projects.
